MoH involved in anti-snake serum procurement breaches

In a ruling of the committee on Legal & Administrative review of the PPA Board issued at its 6th meeting held on Wednesday 13th March 2019, the PPA ruled that the decision by the Ministry of Health to award a contract to Pharmanova Export Private Limited of India is overturned due to procurement breaches including bid evaluation rigging.

Policy think-thank Imani raised issues with the procurement of the snake anti-venom procurement in a letter dated February 26, 2019 addressed to the Health Minister, Kwaku Agyeman-Manu titled ‘Still on Ineffective Anti-snake Serum & Procurement Breaches-Evidence Finally’.

Imani in the letter argued that a major financial breach, in allowing Pharmanova to change its price after competitive tendering had closed, was just designed to skew the whole process in favour of one participant. Imani raised other concerns with the procurement process.
